Aside from what has been said by the others, which is all good info, yes you can boot to desktop using just 5v.

I usually use a VGA adapter for all my testing so the 12v for SCART isn't required, though if I need to use the serial port for diagnostics I hook up the 12v too, as I have 2 bench PSUs.

Yeah, seems like it's lost its capacitance a bit. :-) I have loads and loads of capacitors... mostly due to the one I need always being one I don't have. Yep that was taken on my workbench in optimum lighting conditions. In good light, the screen is nice, but move somewhere darker and it's not great.

And to add to the story of the workbench magnifier light, parts came today, but it didn't fix it, so I checked the two main caps just to see what was what. Well, I couldn't get any contractors to turn up next week, they all seem to be going on holiday, so I've cancelled my trip and my leave.
