Unfortunately, that size applies only to the fan (yes, a rather misleading title/description there). I want it for my Falcon's CT2 card, its heatsink is about 30x30x8mm (sitting on an 030) and I need to attach a fan to it. As you can imagine, the biggest enemy is the height, it must fit below 15mm ...

Might be an interesting project to set up a Linux based machine with XFCE Desktop and have it TOS/GEM themed. Funnily there was a GEM Version for DOS which was released as freeware by Digital Research in 1999 under the Name of FreeGEM.
