Yeah the £15 price was realistic when the CPLD were £5 each. Now you are lucky to get them under £15. You could always try the aliexpress lottery. The fact you brought that pin into play made it a prime candidate
I went to test it being shorted under the scope and it was loose.
Easy to miss when it wasnt used and an easy fix.

Before getting too much deeper into things try the things Gadget suggested with PSU connectors. I'm using a Meanwell modded PSU and a Heavy standard PSU. You can send back to me to test that way we can eliminate either the Card or your A1200 It's fine, I can troubleshoot the issue have spare cplds and ram. It's probably not the card as I have had issues with firmware revisions on the TF1230 too on this 2B. I will plug away, but thanks for the offer.
