Possibly a result of batch testing?

i.e. the lower rated ones are either not tested or the random test sample failed the higher voltage? Maybe all the higher voltage ones are tested and hence cost more in production time?

P.S. The actual brightening happened within the first hour or so. Even though I re-applied the agent and left it out all day, turning it to follow the Sun, no more improvement was seen.
