If you check some ST schematic, will see that Hi and Lo ROM chip /CE pins are connected to same line, so no separated UDS and LDS activation. Recap of PSU is good thing, but it seems rather that you have some bad contacts. So, should do usual PLCC chip removing and cleaning contacts, checking connectors.

Doing SW/games on much stronger machines with emulating target platform is actually not new thing. Psion used that system for Sinclair Spectrum - they made some kind of emulator of it on VAX, back in 1983. That can significantly improve productivity and tracing of SW.

Hard disks and newer Flash solutions like SSD, diverse cards, CD, DVD ROMs should be considered as unreliable, limited lifetime storage devices, medias. Because they are really it.
