This way you won't have to start the Pure C editor, it works by simply double clicking the .PRJ file. If i understand that correctly, that works by firing up steem, passing some options. Just to clarify: this doesn't mean you can't code, compile and to some extent even debug your Atari code with Windows/Visual Studio. Just the PureC part must go away. Yeah, so many pins available and still they didn't provide separate H/V sync pins.

By the way, I still have two unpopulated PCBs and a few 21.3 Mhz crystals laying around. If anyone is interested in building this circuit, I can mail a PCB and a crystal for P&P only. The other parts should be fairly easy to come by.
