I would imagine that not many TF4060s will be produced. 060s are now stupidly difficult to get. For genuine Rev 6s for sure. Sounds like you still have shorts. Before throwing in the towel (assuming you don't have an ultrasonic cleaner) remove your CPU and soak the whole board in a container of IPA overnight and leave it at least a day to dry off. You might have solder/flux bridges under the ram/cpld.
