I wouldn't go off the proper values as they are biasing resistors. Not worth the hassle in rediagnosing the changes to the circuit. You have to use the proper values and they need a center tap.

What does fcopyiii say when formatting ? It will give an actual error normally. Also just try formatting and pressing down on each chip one by one to see if you can narrow down anything which gets better or worse while trying to format.
