I asked my old boss about the cutting vcc as I know I was told this when I first started my electronics job. But I stopped doing that and don't remember why. It was almost 30 years ago. HOWEVER. He did mention it was VCC AND GND which were to be cut. I think this is where a lot of the confusion come...

Its been talked about before about cutting power pins. I've powerd up chips and had them malfunction with missing vcc power in the past as well as other people. As I said months ago, in some cases it might be safe, but in others not. Some people say its safe, but is it ? "It works" is not ...

I have used JLC and PCBWAY and a million others. JLC are fine for PCB quality.
They do offer cheaper postage but takes longer. But if you wanted them in a hurry maybe we could team up and I will just order them. Then we can split the postage for the courier. I am always doing orders to them anyway.

I was looking into this problem today in fact. I've had to mark it on my site that rev D and earlier boards do not have the resistors. So other than tracing and cutting tracks as rubber_jonnie mentioned , I don't see there is any simple test solution. Both my boards are rev H. So I can't even trace ...
