Was there any other with complete GUI OS in ROM ?

Atari ST and followers came with complete (since later 1985) GUI (so with windows, icons, mouse, menus) OS in ROM . Up to Falcon. ROM size changed from 192 KB to 512 KB . I think that best way for learning is practice. Listening to someone doing it is fine, but nothing can replace own experience. Since this thread is called 'electronics .. ' and not computer - I may say that should start with something simple, like transistor based circuits. That is really the base. ...

Ahh... that's pretty bad terminology. What matters is how fast display (pixel) can change it's state . Usually given in milliSecs . And that's not problem actually since 2005-2006 . Buying older LCD monitor is even not easy - you will hardly find such (working), since most is manufactured after 2005...

Response time in case of monitor ? That sounds like some car's gas (accelerator) pedal . If fast moving things look bad, that's because different reason - most likely internal frequency conversion.

Well, I think that any external converter, what goes to RGB lines of Atari (or any other oldie) can not produce much good quality. Mostly because it can not be syncronized to pixel clock of source. PSU is straight case. Give proper voltages and enough current, with stability and low noise. But something like keyboard is not it - some PC keyboard uses different codes, different commands, probably even different serial protocol. So, needs to be translated, to make some HW adapter.
