Probably one method is to copy the video data from shifter (binary outputs) and use a PLD (assuming enough RAM) for frame buffer. I looked what TVs with Scart input are available at moment in EU. Here is what is not expensive: Philips 22PFS4031/12 FHD - it has Scart input + HDMI, DVI, all new DVB standards supported ... I think that clearing cache tag can be done smarter: when reset signal happens, you just set cache off global HW register - 1 bit . That will result in not accessing cache at all, so CPU works slower. In same moment start to delete tag cache, and when it is finished, you can set cache on. So, no nee...

I made 2 short videos with help of Steem SSE and Fraps to demonstrate how conversion 50-60 fps looks with some games. One is not so good scroller, other is good scroller. Basically, I don't see any judder effect in it, but it is present for sure, and can see that scrolling is not at same rate always...
